On November 11 & 12, European Union leaders and heads of states of many African countries met in Valletta Malta on a "summit on Migration." It concluded with a declarattion on "Global Approach to Migration and Mobility" and a €1.8 billion ‘trust fund’ to be made available to governments in the migration sending and transit countries on the condition that they play a role in preventing migration to Europe."
